In the canon line, when they both perish in Heavenly Host, he forgets they existed and becomes much more bold with his assaults on other students. He primarily exists in a not-so-happy AU where nobody goes to/dies in Heavenly Host, where after Shimada is on the receiving end of a bad head injury and broken leg, Hiroyuki decides it is now fair game to mock and attack him. He is noticeably jealous of Shimada's way with women and, like him, has some degree of lust for Tohko.

Living in a rather bad area, he tended to put himself in charge of making sure his siblings stayed safe, especially as his parents were very hands-off. He saw various guild wizards and unaffiliated wizards pass by, and decided he wanted to join a wizard guild when he was older. As he's a fairly new character, I'm not yet decided on whether he was well aware of magic in the family by then or if he just tried to perform magic to accomplish his dream. Either way, he found he had a talent especially for fire magic. At some point, one of his siblings went missing in the middle of the night. Rudy went looking for them and witnessed them drowning as a result.
Teen years: Rudy's parents died under mysterious circumstances. He began to devote his time to learning magic and caring for his remaining sibling. The exact ins and outs of what happened are unclear to him (he was half-asleep at the time) but he woke up to find his home on fire. He believed his remaining sibling to have died in the fire, but could not recover the body. Now alone, he began travelling, and ended up joining Blue Pegasus. Though not a flirt by nature, he did alright at the Host Club work, managing to appeal to people with his shy and innocent nature and the fact he'd never touched a woman before. He formed a team with three others. His team briefly encountered members of Sabertooth on a linked mission, age 17. Though for the most part the two teams did not get along, he personally was able to get along okay with a mostly closed off Rogue. Somewhere along the line they were able to form an awkward relationship that lasted about a week. (Rudy was originally created as a plot bunny for a Stingue fic I never finished. Might change this particular event to something that happened post-series or during the guild disbandment.)
Adult years: Rudy was a member of Blue Pegasus during the events of Raigo Issen and the Alvarez Empire arc. As I haven't read the Fairy Tail manga, I can't say exactly what happened to him during this time, but it is possible this had no significant impact on him and he'd been kept back from the firing line. He liked the Raijinshuu. They were cool. One time he dropped a tray of drinks on Freed. He could never look him in the eye after.
